If you are a resident of California, the processing of your Personal Information may be subject to the California Consumer Privacy Act (“CCPA”).  The CCPA provides California residents with certain rights. 

This California Privacy Notice (“CA Notice”) supplements our general Privacy Statement and applies to Personal Information about California residents who are covered by the CCPA that Leidos Digital Solutions, Inc. (“DSI,” “we,” “us,” or “our”) processes in connection with the operation of its Intranet Quorum (“IQ”) solution. Employees, job applicants, contractors, and others are not currently afforded rights under the CCPA. If you fall into one of these categories, you should refer to our general Privacy Statement to understand our practices with respect to your Personal Information.

This CA Notice applies only to DSI’s processing of your Personal Information in connection with operating the IQ solution.  DSI provides innovative information technology solutions to elected officials and government offices in the United States.  Our customers may use IQ to communicate with you and otherwise process your Personal Information, but we do not have control over how our customers process your Personal Information.    

Personal Information We Collect about California Residents

DSI may collect Personal Information about you when you interact with our Site, use our products, or communicate with us.  We may also collect Personal Information that you make publicly available on social media or other websites.  For each category of Personal Information (in bold), we have provided a few examples of the types of Personal Information we may collect. These examples are not an exhaustive list of the types of Personal Information we collect.

  • Contact Information – names, postal addresses, email addresses, and/or telephone numbers;
  • Online and Unique Identifiers – IP addresses, device IDs, social media usernames, and/or other similar identifiers;
  • Online Activity – interactions with the IQ website (the “Site”); and
  • Communications – any Personal Information you voluntarily provide to us.

We also purchase voting records from L2, Inc. (“L2”), which we sell to our customers to help our customers better communicate with their constituents.  We purchase these records only when our customers, who are elected officials and government offices, request that we provide these records to them.  If our customer hosts their instance of IQ, we delete these records within 90 days of our customer accepting them.  If we host IQ for our customer, we maintain these records at our customer’s direction and solely for our customer’s use.  When we delete voting records, a copy of this information may remain on backup servers until deleted in accordance with our record retention procedures. 

The voting records we make available to our customers may contain the following categories of Personal Information.

  • Contact Information – voters’ names, postal addresses, email addresses, and/or phone numbers;
  • Individual Data – Information about your gender, ethnicity, military status, occupation, and other identity information;
  • Voting history – Information about how you voted in prior elections;
  • Registration Information – the date you registered, whether your voter registration is active or inactive;
  • Donation history – Information about donations you may have made to charitable or political organizations;
  • Political Affiliation – Information about your membership in a political party;
  • Household and Consumer Information – Information about the number of voters in your household, whether you own your home, whether you own a computer, the Congressional district you live in, and whether you have any pets.

Voting records may also contain information reflecting assumptions about: 

  • issues you may be passionate about,
  • politicians you may support or oppose,
  • your preferred source of news,
  • your hobbies and interests, and
  • whether you are likely to engage in certain behaviors like using social media.

Sources of Personal Information We Collect about California Residents

We may collect Personal Information about California residents from the following sources:

  • our customers and prospective customers;
  • our affiliates and subsidiaries;
  • our advertising and marketing partners;
  • conference organizers;
  • our joint venture and strategic partners; and
  • publicly available sources, including social media websites and campaign websites.

We also purchase voting records from L2, which we resell to our customers.  Please review L2’s Privacy Statement for information about L2’s practices with respect to your Personal Information.   

Purposes for Which We Process Personal Information

Except for voting records, which we process only at the direction of our customers and solely for the purpose of making this information available to our customers for their own use, we may process the Personal Information we collect for the following purposes:

  • to contact current and prospective customers;
  • to provide information or otherwise respond to requests for information, such as information about our services, our expertise in various areas or our publications;
  • to conduct research, analytics, and development;
  • to identify and address bugs or system errors;
  • to protect our systems against malicious or unauthorized activity and to investigate any suspected malicious or unauthorized activity;
  • to conduct internal auditing;
  • to protect our property and enforce our rights;
  • as authorized or required by law; and
  • for any other purpose stated when you provide your Personal Information to us or as described in this CA Notice.

Personal Information We Share or Sell about California Residents

Our practices with respect to the sale or sharing of your Personal Information vary depending on whether you are a customer, prospective customer, or visitor to the Site, or if your Personal Information is included in the voter records we provide to our customers.

Information about Customers, Prospects, and Site Visitors.  We do not sell the Personal Information we collect from or about current or prospective customers or visitors to our Site for monetary compensation; however, we may share this information with third parties in connection with our business operations.  For example, we may disclose this information to third parties to market our products and services.

We share the following categories of Personal Information for our business purposes. For each category of Personal Information (in bold), we have provided a few examples of the types of Personal Information we may share in connection with our business operations. These examples are not an exhaustive list of the types of Personal Information we share. We may also update this list at any time if we decide to share additional categories of personal information.

  • Contact Information – names, email addresses, postal address, and telephone number;
  • Online and Unique Identifiers –IP addresses, device identifiers, and similar identifiers;
  • Professional Information – employer name, job titles, employment history, and professional organization affiliations and
  • Communications – any Personal Information voluntarily provided to us.

We share these categories of Personal Information with third party partners and service providers for various reasons, such as: 1) advertising our products and services to potential or existing customers, both online and through direct marketing campaigns, 2) identifying new business opportunities, 3) operating the Site, and 4) providing products and services to our customers.

Voting Records.  We sell voting records containing Personal Information about California residents to our customers.  The information contained in these voting records is identified in the Personal Information We Collect about California Residents section above.

Right to Know What Personal Information We Process about You

If you live in California, you may have the right to request that we disclose to you the categories of Personal Information about you that we have collected, used, disclosed, or sold and the specific pieces of Personal Information about you we collected during the last 12 months. If you are a prospective or current customer or visitor to our Site, please submit a request here.  If you are interested in knowing what Personal Information about you we have sold in the last 12 months as part of the voting records we sell to our customers, please submit your request to L2 here, as we do not retain voter records after providing them to our customers.

Right to Delete Your Personal Information

If you live in California, you may have the right to request that we delete the Personal Information we have collected from you. If you are a prospective or current customer or a visitor to our Site, you may be able to exercise this right by submitting a request here.

Please note, though, that the right to delete your Personal Information is not absolute. For example, we will not delete your Personal Information if we need to process it:

  • to provide you with a good or service you have requested;
  • to detect security incidents, protect against malicious, deceptive, fraudulent, or illegal activity, or prosecute those responsible for such activity;
  • to identify and repair errors that impair existing intended functionality;
  • to use it in a way which is reasonably aligned with your expectations based on your relationship with us;
  • to comply with one or more legal obligations;
  • to exercise rights provided for by law; and/or
  • for lawful internal purposes that are compatible with the context in which you provided your Personal Information to us.

Right to Opt-Out of Sales

If you are a California resident, you may have the right to ask us not to sell your Personal Information.  To opt out of the sale of your voter data to our customers, please submit your request to L2, Inc. here.  We purchase voter data from L2, Inc. each time our customers purchase this data from us.  By exercising your right to opt out of sales with L2, Inc., your Personal Information will be removed from the data we receive from L2, Inc. when we purchase voter data.

Right to Equal Treatment

If you exercise any of the rights provided to you under the CCPA, we will not treat you any less favorably because of your request. We support your desire to exercise these rights, and we will not charge you different fees or provide you with a different level of service if you do.

Exercising Your Rights

If you are a current or prospective customer or a visitor to our Site, please submit a request here to exercise your rights under the CCPA. You will be asked to identify your relationship to DSI and the right(s) you would like to exercise. You will also be asked to provide the information identified in our Privacy Rights Request form, which we will use to verify your identity by matching it to information we have previously collected. Upon receiving your request, we may communicate with you to obtain additional information that will help us process your request.

You may also exercise your rights by calling us toll-free at +1.888.914.9661.  When prompted you will need to enter the following PIN: 002876.  Please leave a message with your name, relationship to DSI, the right you wish to exercise, and your email address.  If we need to request additional information to process your request, we will contact you using your email address.

Using an Authorized Agent

You may have the right to use an authorized agent to exercise your rights under the CCPA on your behalf. To use an authorized agent, your agent will be required to provide evidence that you have granted him or her power of attorney. If you have not granted your authorized agent power of attorney, your authorized agent must provide us with a written and signed statement in which you authorize your agent to act on your behalf, and your authorized agent must verify his or her identity. You will also be required to confirm with us directly that you have authorized your agent to submit the request on your behalf.

Personal Information of Children

We do not knowingly collect or process Personal Information of children under 16 years old. We also do not sell Personal Information relating to children under 16 years old. If you believe that we have collected or sold Personal Information about a child under 16 years old, please notify us by email at privacy@leidos.com

Other California Rights

DSI may also share Personal Information with its affiliates and parent companies so that they can send direct marketing communications. If you do not wish to receive these communications, please submit a request to opt-out of receiving direct marketing communications at privacy@leidos.com.
